Just a little mod that I wrote for our raid leader sometime back. It allows you to store text in different categories and send them to chat at the click of a mouse.
The idea was that it can store little hints or reminders for people. Just a way to save your raid leader from all the macros or cutting and pasting that is required for those of us that don't use a voice interface. But I'm sure you can find other uses for this if you really want to. Just promise me you won't use it to spam people in Ironforge. I hate people who do things like that :o)
